A Monumental Effort with a Critical Mission
Creating Semper FI AI was a monumental effort to help attorneys substantiate their clients’ time at Camp Lejeune. SimplyConvert team members dedicated months to scanning thousands of rolls of microfilm and thousands of individual documents at the National Archives and Marine Corps Base Quantico. These records, accessible only on-site and requiring specialized equipment and procedures, were painstakingly digitized, with each scanned page bringing the vision of the Semper Fi AI closer to fruition.
In addition to institutional archives, the team sought materials from diverse sources. They scoured eBay, online platforms, and antique stores, acquiring historical yearbooks, phone directories, and other Camp Lejeune artifacts. Private collectors also contributed by generously sharing digital archives to support Marines and their families. These efforts enriched the database with rare and unique resources unavailable through traditional channels.
The result is a robust collection of over 3.2 million pages, enabling attorneys to construct precise and comprehensive timelines. This tool empowers legal teams to secure justice and full compensation for veterans and their families. Is this the same information that the Plaintiff’s Leadership Group, Navy and/or Rubris has?
No. Neither the Plaintiff’s Leadership Group (PLG) nor the Navy possesses muster rolls dated after 1959, nor do they have access to our privately held collection of cruise books and yearbooks. The PLG (and presumably the Navy) only has access to publicly available records—such as the Globe newspaper archives, early muster rolls, and materials housed at the Evidence Depository maintained by Bell Legal Group.
Rubris is reportedly linking claimant data to government sources and the housing database, including the 2018 ATSDR Morbidity Study Database and the Civilian Occupation Study. However, our analysis indicates that these studies include overlapping data and collectively cover fewer than 60,000 claimants.
Will the Navy provide me with similar documentation?
No. The responsibility for establishing causation lies with the claimant, not the Navy.
Do you have housing data for Camp Lejeune?
Yes. Semper Fi AI is trained on base housing rules and data, accessible exclusively to partnering law firms. We can provide housing information to the Navy on your client’s behalf upon request. Keep in mind that fewer than 25% of Marines lived in family housing, and addresses are not required for the Elective Option settlement.

Can Semper Fi AI analyze military records, and do you have access to military records?
Yes. Semper Fi AI has been trained to assist with the analysis of historical military records.
Additionally, we have a team of experienced researchers available to conduct onsite research at the National Archives and can obtain official military records for an additional fee.
Why do I need to reach out by 5/30?
The May 30th deadline ensures inclusion in the initial round of claimant substantiation provided to the Navy. Additional rounds are expected, but timing is uncertain.
What is the reason for providing claimant data to the Navy in rounds?
SimplyConvert is an independent legal technology company and has not been contracted or compensated by the Plaintiff’s Leadership Group, the Navy, or the Department of Justice. Over the past two years, we have developed the Military Database and trained Semper Fi AI without external funding.
We are working to establish a Non-Disclosure Agreement (NDA) with the Navy to allow for secure, comprehensive database access. Until that agreement is finalized, claimant substantiation will be delivered in a simplified, easily accessible format.
If the Navy ultimately declines access to the database, documentation will instead be provided directly to each law firm as downloadable PDFs. These will need to be manually uploaded to the Navy Portal, which may significantly slow the review process for each claimant.
Can I share this information with my clients?
Absolutely. We encourage you to do so. We’re proud to offer your clients exclusive access to historical documentation through customized client portals, enabling them to view and download relevant records directly. These rare materials can provide meaningful support to clients as they pursue long-overdue justice.
Additionally, if you have clients who possess documents or materials they believe could help other Marines and are willing to contribute them, we welcome those additions to the database. Together, we can strengthen the collective effort to substantiate service and exposure histories.
Does Semper Fi AI contain exposure records for civilian employees?
Our data for civilian employees is limited. The Navy has acknowledged the difficulty in substantiating civilian employment claims and has suggested that future verification may require individual record requests. How do I advise my clients on accepting the Elective Option (EO) offer versus waiting?
SimplyConvert provides each client with an EO Score, which is based on their injury and exposure data. This score is designed to support attorneys in guiding their clients through the decision to accept the EO offer or wait. The EO Score is dynamic and will update as new information or guidance becomes available from the Plaintiff’s Leadership Group (PLG), Navy, Settlement Masters, or Department of Justice.
What are the costs associated with using Semper Fi AI?
There is a fixed fee for initial access to Semper Fi AI. If the tool successfully substantiates at least 30 days of exposure, an additional fee is applied but deferred until settlement. If substantiation is unsuccessful, no further charges apply.
